They are employees of large corporations and small companies, are involved in managing commercial activities, and are largely responsible for the success of the company or its collapse.

September 8 is Financier Day in Russia

As a public holiday, Financier's Day was established by Decree of the President of the Russian Federation No. 1101 of August 19, 2011. The date - September 8 - was not chosen by chance, because it was on this day in 1802 that Emperor Alexander I founded the Russian Ministry of Finance.

Story

During the period in which Ivan III was in power, a central financial administration appeared in the Russian Empire. Essentially these were orders, everything was just beginning. In the 17th century, when Alexei Mikhailovich reigned, there were already 13 orders, and the Central Financial Administration - the progenitor of the modern Ministry of Finance - worked as part of the order of the Great Treasury. Further, the system was slightly changed, the orders were reorganized, and when Peter the Great created boards, he identified four that were in charge of money:

  • chamber board,
  • state-office-collegium or state-office,
  • revision board
  • Commerce Collegium.

On October 24, 1780, under Catherine II, an expedition for state revenues was formed in Russia. Until 1781, it was the only financial organization in Rus'. Afterwards it was divided into four autonomous expeditions: the first was in charge of income, the second was in charge of expenses, the third was in charge of auditing accounts, and the fourth was in charge of collecting arrears, shortfalls and surpluses. This most powerful structure at that time was subordinate to the Prosecutor General. But later it was reorganized - Peter’s collegiums were liquidated, and financial management matters were transferred to the state chambers. On November 19, 1796, Paul I decided to partially restore the collegium, but with innovations - for example, the post of state treasurer was separated from the post of prosecutor general.

On September 8, 1808, as part of the ministerial reform in Russia, the Ministry of Finance was founded. His responsibilities included managing all government parts that provide the government with money—revenue. And also the competent distribution of these funds is an expense. The minister was entrusted with a separate, extremely important task for the authorities - throughout the year he kept records and at the end of the billing period he recalculated everything, added it up and delivered it to the palace for review.

The Ministry of Finance then consisted of seven departments:

  • Department of State Property (cases on state-owned peasants, estates, forests, as well as quitrent articles and distilleries);
  • Department of Foreign Trade (foreign trade relations and customs affairs);
  • Department of Manufactures and Internal Trade;
  • Department of taxes and fees (drinking and other fees, taxes and duties and department of stamp paper);
  • State Treasury Department;
  • Main Directorate of the Mining, Mining and Salt Section, to which belonged:

— Department of Mining and Salt Affairs;

— Headquarters of the Corps of Mining Engineers;

— Council of the Corps of Mining Engineers;

— Mining auditorium;

  • Scientific Committee of the Corps of Mining Engineers;
  • Two Ministerial Offices:

General Office;

Special Office for credit.

Over the next almost 100 years, the structure of the ministry changed, committees were organized, abolished and merged. By the beginning of the 19th century, the department was still managed by the minister and his two deputies - then they were called comrades. The next steps: the ministerial council, officials for special assignments, the legal adviser and the office, divided into two independent departments: which looked for investment opportunities and which specialized in the credit part. Also under the Ministry of Finance there was an expedition for the procurement of government securities and various credit institutions: the Noble Land Bank with a special department, the Peasant Land Bank, the State Bank, the St. Petersburg and Moscow loan treasuries, the management of savings banks and the state debt repayment commission. All the commercial schools were there too.

In 1810-1811, the ministry was again transformed - the state treasury was also entrusted with managing income and expenses, but with the support of state control.

In 1838, another financial department was created, which, as expected, would take away some of the functions from the Ministry of Finance - the Ministry of State Property.

On November 8, 1917, Vladimir Lenin, who was then at the helm, did not significantly change the structure of the department, but he came up with another name for the Ministry of Finance, closer to the people - the People's Commissariat of Finance. There, until 1946, they developed and implemented measures to implement the state’s financial policy: they nationalized banks and insurance companies, and abolished commercial secrets. In 1954, the People's Commissar of Finance was renamed back to the Ministry of Finance.

On November 11, 1991, by Decree of the President of the RSFSR, the Ministry of Finance and the Ministry of Economy, which then existed and essentially worked in parallel, were merged into the Ministry of Economy and Finance of the RSFSR.

On February 19, 1992, by his decree, the President of Russia finally divided the structure into the Ministry of Economy of the Russian Federation and the Ministry of Finance of the Russian Federation.

Financier's Day

Since 2011, September 8, the founding day of the Ministry of Finance, has been considered a professional holiday for everyone who works with money. For example, on this day, specialists hold financial literacy days in educational institutions of the country - for this, the administration attracts experts from the Ministry of Finance, the Bank of Russia, and Sberbank.

Financier Day is a young holiday; it was established only in 2011. However, its history goes back a long way. It was on September 8, 1802 that the Ministry of Finance of the Russian Empire was first formed. It was founded by Emperor Alexander I. It was during that difficult time that serious reforms in the financial sector were required to keep the state afloat. A strong, unified commercial sector is what the government relied on and it was right. Since then, universities and specialized financial institutions began to develop in Russia under the leadership of the new ministry.
