Date in 2021: May 24, Monday.
Personnel Officer's Day was established in the Russian Federation in 2005, but is not a day off. The history of the holiday is older. It is usually celebrated on May 24th. There is a second date on which you can congratulate HR department employees working in the structures of the Ministry of Internal Affairs - October 12.
When is it celebrated? | May 24, October 12 |
When was it founded | May 24, 2005 established by the All-Russian Congress. On October 12, 1918, the “Instructions on the organization of the Soviet workers’ and peasants’ militia” and the first personnel departments of the Ministry of Internal Affairs were created.” |
Traditions | Gratitude to the staff, presentation of certificates of honor, bonuses, field trips, invitations to pop artists. |
In order for the performance of enterprises to always be at a high level, a serious selection of qualified workers is necessary. It is also necessary to train, motivate, and develop a list of job responsibilities. For employees who perform these functions, there is their own professional holiday.
Personnel Officer's Day officially appeared not so long ago, in 2005. However, its history began two centuries ago.
Interesting Facts
- According to surveys, 27% of managers believe that their employees are inspired by their work at the company. However, only 4% of staff agreed with this statement.
- On average, each open vacancy attracts about 250 resumes. However, only 4-6 people will be invited for an interview.
- Research has shown that 79% use social media when searching for a job. Among young people, this percentage rises to 86%.
- Among people looking for work, 45% use their mobile phone at least once a day to search for and view job openings.
- The quality of the personnel management system depends on the professional training of employees and the workload that falls on one specialist. According to the recommendations, the optimal workload is 100-120 people per HR officer. So in the USA, on average there are 115 company employees per HR specialist, and in Japan – 38 employees.
- According to surveys, 69% of people who are looking for a job would not get a job at a company that has a bad reputation, even if they were unemployed.
Whom to congratulate
It would seem like an excellent solution: one profession has two holiday dates at once. But the story of the “multi-part” holiday does not end there.
A common belief is that HR day and HR day are one and the same. However, in practice everything is even more interesting!
Technological progress does not stop; it changes the economy, industry and other aspects of our lives. Including HR technologies. New requests and new specialties are emerging in this area. People like HR are recruiters or headhunters. They also have a professional day - the third Saturday in September. As you can see, the workers are personnel, but the holiday is separate.
And at some enterprises, HR officers are even honored on the day the company is founded or the local HR service is established. In short, there are many reasons to congratulate valuable employees. Here is just an approximate list of specialists who are worth remembering when HR Day is celebrated:
- Specialists in personnel selection, training and adaptation.
- HR managers and inspectors.
- Benefits and compensation specialists.

When is Personnel Worker Day celebrated?
There is no official holiday for personnel workers in the Russian Federation. But personnel officers celebrate their professional holiday twice a year - on May 24 and October 12. Why is this so? Let's explain now.
As for May 24, in 1835 a circular was issued in Russia “On the relationship between the owners of factory establishments and working people...”. It was this paper that became the basis that regulated all relationships and interactions between workers and employers.
On October 12, 1918, in Soviet Russia, the People's Commissariat of Justice adopted a decision “On the organization of the Soviet-peasant police,” in which the first personnel apparatus of law enforcement agencies was created.
It is precisely on these dates that the report on the creation of such services as personnel workers is kept.
