As a sign of respect for such employees, a special holiday was established - the day of local police commissioners.

The date of the event has a symbolic meaning. On November 17, 1923, the NKVD of the RSFSR ratified the “Instructions to the Precinct Warden,” which became the starting point in the process of forming the UUP service. On February 13, 1930, these employees were renamed district police inspectors, and on December 29, 2000, district police commissioners. In 2011, a new position appeared again - “precinct police commissioner”. The rights and obligations of these employees remain the same.
Along with the latest innovations, the name of the holiday has also changed, but the purpose of its holding has remained unchanged: promotion of the UUP service, the established traditions of its activities, dissemination of positive work experience among employees and the population.

The November calendar has two professional holidays dedicated to the work of Russian law enforcement agencies. November 10 is the Day of Internal Affairs Officer, November 17 is the Day of District Police Commissioners. — What does the local police commissioner do?
— Employees have a lot of responsibilities, ranging from identifying administrative offenses and conducting preventive conversations to independently solving crimes of any severity. This also includes providing assistance to employees of the Investigative Committee. The lion's share of time is occupied by the prevention of serious domestic crimes and crimes in the field of information technology, including fraud. This is relevant now.
— How many district police officers are there in the Yaroslavl region?
— The staff of the department of precinct commissioners of the region, including management, is more than 500 people. We have 490 district police officers directly working “on the ground”, respectively, the same number of administrative districts. The division into sections is clearly stipulated by orders of the Ministry of Internal Affairs - in urban areas such as Yaroslavl and Rybinsk, the administrative section serves no more than 3 thousand residents. In rural areas the figure is the same, but it is limited by the boundaries of settlements. If a village is home to 1.5 thousand people over a large area, then it has its own, separate administrative area.
— Is there a shortage of personnel?
— The shortage is currently working. There is turnover in the service; there are many young employees. About 30% of the total number of employees work in the authorities for no more than three years. 30 administrative sites are currently vacant, but 17 people are already being registered for the sites. So far, vacant positions are served by part-time district police officers. It never happens that a site is left without an employee.
— Do people often leave the service of district police officers for other places?
— The service of a precinct commissioner is considered a kind of “personnel forge.” If the district police officer’s characteristics are positive, he may, if desired, be considered as an employee in the investigative department and the inquiry department. There are district police officers who cannot cope with their responsibilities. Currently, 98 employees have served us for more than 10 years, 87 people have served for less than a year.
— Where is it easier for a district police officer to work—in the countryside or in the city?
— There is no need to differentiate, some aspects are more difficult in the city, some in the countryside. In a village, for example, everyone knows each other. The local police officers there are well acquainted with the population; many remain to serve for many years. But at the same time, length plays a big role - a district police officer can serve territories located 40 km from the department of internal affairs. To visit such a site, you have to spend a lot of time on the road. In fact, all these employees are provided with company cars.
In the city everything is compact. A district police officer can service an average of 10 high-rise buildings, no more. But the workload is different than in rural areas - there are more applications from citizens, there is more staff turnover.
Where it will be easier for a district police officer to work depends on the qualities of the employee himself. The responsibilities of rural and urban district police officers are the same - in both cases, you need to work with people and help within the limits of your competence.
— What has changed in the police service due to the pandemic?
— With Covid came a restriction on the reception of citizens. Two years ago, each district police officer received the population three times a week at certain hours, but now this is not the case. There are also no regular meetings of citizens, during which we submitted reports to the population.
It has become more difficult for us to work, since it is no longer possible to gather a lot of people to explain certain things. For example, about new methods of fraud. Previously, they could gather 100 people together, have a conversation, explain how to protect themselves from attackers, and close the topic for people. Now we have to reach everyone with our feet.
In general, the conditions of the precinct commissioner are constantly changing. I have been working in the service for 23 years, and I have something to compare with. For example, 20 years ago there was no talk about official transport - there was no such thing. We had to get to the scene of incidents by buses and rideshares. And there was not enough gasoline for the duty unit - those were hard times. Now every rural police officer who has a driver’s license has a company vehicle, and in the city there is also one car for three or four police officers. Each employee has his own workplace, computer, and office equipment. There are some problems, but we are solving them.
— How many people turn to Yaroslavl district police for help?
— On average, each employee reviews about 25 applications from citizens per month for the number of staff members. According to the actual number, taking into account shortages, business trips and vacations, the number of applications increases to 37 per month.
Every day, the district police officer must consider one or two applications, taking a procedural decision and comprehensive measures on it. Moreover, every fourth crime examined by employees of the Ministry of Internal Affairs is solved by local police commissioners.
— What do Yaroslavl residents tell the district police officers?
— A lot of complaints are about family and household relations. It all depends on the situation - if there is no element of an administrative offense, then we conduct preventive conversations with the whole family. If there is a violation of the law, measures are taken up to and including criminal prosecution.
Messages about thefts are constantly received by the local police commissioner. Theft of any kind - from shops, entrances, garden plots. Many citizens report cases of fraud. Authorized statements of fraud do not themselves consider, but are transferred to the criminal investigation department or investigative department, but at the same time participate in the collection of information.
There is no point in singling out any particular area of activity for precinct commissioners, since they deal with everything.
— In what special situations did the Yaroslavl district police officers distinguish themselves?
- There are such cases. For example, there was a case when a local police officer saved citizens during a fire in the Leninsky district. It often happens that a district police officer can resolve some conflicts out of court. Recently, for example, cunning citizens came to a Yaroslavl grandmother and began installing a meter in her apartment for 20 thousand rubles, its actual cost is 1 thousand rubles. The district police officer helped reach a settlement between these people and the grandmother was fully compensated for the damage. Fraud, theft, robberies, robberies - all this happens every day, and it is difficult to highlight individual moments in the service of local police officers. But the best are still welcomed, including in the format of all-Russian competitions, such as “People's Precinct Officer”.
— Who is participating in the all-Russian competition of the Ministry of Internal Affairs “People’s Precinct Officer” from the region this year?
— At the federal, final stage of the competition, the Yaroslavl region is represented by police lieutenant Ilya Novozhilov, the district commissioner in the department of the Ministry of Internal Affairs of Russia for the Borisoglebsky district. A worthy employee, has high results in solving crimes, and enjoys the respect of citizens.
At the first stage, voting took place within departments between all local police commissioners. At the regional stage, the five best employees in the region were selected from several precinct officers of each department. At the intra-regional stage, one candidate was selected from the Yaroslavl region - Ilya Novozhilov.
The population votes online, the procedure itself will last until November 10. The finalist will go to the Minister of Internal Affairs to receive the award. The results of the competition will be known on the Day of the District Police Commissioner.
Evgeny Savelyev was born on November 19, 1979 in the village. Bolshoye Selo, Yaroslavl region. In 1999 he graduated from the Vologda branch of the Ryazan Institute of Law and Economics of the Ministry of Internal Affairs of Russia with a degree in jurisprudence.
In service in the internal affairs bodies since 1999. He began serving as a district police commissioner in the Bolsheselsky district, and in 2003 was appointed head of the department for organizing the activities of district police officers of the Bolsheselsky district police department.
In 2004, he joined the OOD UUM of the Department of Internal Affairs for the Yaroslavl Region as an inspector, and in 2021 he was appointed to the position of head of the department for organizing the activities of local police commissioners and juvenile affairs units of the Department of the Ministry of Internal Affairs of Russia for the Yaroslavl Region.
