Under Empress Catherine II, water supply began to be built in Moscow; these works were completed by 1804. And at the end of the 19th century the first sewer system was put into operation. In the northern capital, centralized water supply appeared thanks to the creation of the joint-stock Company of St. Petersburg Water Pipelines, the charter of which was approved by Alexander II in 1858.

By 1917, there were 215 small water supply systems, 23 sewers, 606 bathhouses and 13 laundries in 800 cities across the country. However, the entire housing stock of Tsarist Russia was only 150 million square meters. m. Many people lived in shelters, basements, sheds and dugouts.

By the end of 1968, the country's urban housing stock was provided with sewerage by 68%, central heating by 66%, and electric lighting by almost 100%.

In 1971, the Ministry of Communal Services was transformed into the Ministry of Housing and Communal Services of the RSFSR, which operated until 1990.

In 1980, the country's housing stock was 1.3 billion square meters. m and was provided with running water by 91%, sewerage by 90%, central heating by 87%, baths and showers by 83%; gasification reached 80%.

In the post-Soviet years, reform of the housing and communal services sector began.
