The day was chosen to commemorate the signing on May 20, 1875 in Paris, at an international diplomatic conference, of the famous “Meter Convention”, which became the first intergovernmental agreement on scientific and technical cooperation, laying the foundation for a single international metrological space. On the basis of this Convention, the intergovernmental International Organization of Weights and Measures was created.

In 1875, the Convention was signed by 17 countries, including Russia. It is noteworthy that one of the initiators of the creation of the International Organization of Weights and Measures was the St. Petersburg Academy of Sciences. The Meter Convention was amended in 1921 and currently has about 50 member states.

Based on the Metric Convention, the International Bureau of Weights and Measures (BIPM) was created - the first international research laboratory - and established a framework for worldwide cooperation and interaction of the measurement sciences, and, as a consequence, the application of the achievements of these sciences in industry, commercial activities and social life.

The International Bureau of Weights and Measures, located in France (Sèvres), stores the standards of the International System of Units - meter, kilogram, unit of ionizing studies, electrical resistance. In addition, metrology scientists conduct various metrological studies and verify the accuracy of measurements. Currently, the original purpose of the Metric Convention is preserved - the uniformity of the measurement system in all countries that have signed the Convention.

. Metrology penetrates into all sciences and disciplines dealing with measurements, and is a single science for them. The basic concepts that metrology operates on are measurement, measuring instrument, metrology, and measurement techniques.

Bartashevich: Belarus has an effective and developed metrological infrastructure

This was stated today at the press conference “Innovations and directions for the development of metrology in Belarus” by First Deputy Chairman of the State Committee for Standardization Dmitry Bartashevich, BELTA reports.

“Belarus has an effective and developed metrological infrastructure, which includes the state metrological service (it includes the National Metrological Institute (BelGIM) and 16 Gosstandart organizations), as well as metrological services of government bodies and enterprises of the country,” said Dmitry Bartashevich.

He heads the state metrological service Gosstandart, which carries out a unified state policy and coordinates activities in the field of ensuring the uniformity of measurements.

According to the first deputy, this year the full implementation of the updated law of Belarus “On Ensuring the Uniformity of Measurements” began, which came into force on November 27, 2021. “It is aimed at a comprehensive and systemic coordinated legal regulation of social relations in the field of ensuring the uniformity of measurements at the modern level. The updated law meets the provisions of the Treaty on the Eurasian Economic Union (EAEU), takes into account documents of international metrology organizations, and the experience of the European Union. The law delineates to a greater extent the powers of the state metrological service, legal entities (their metrological services) and other entities to carry out work to ensure the uniformity of measurements in regulated (the scope of legal metrology) and unregulated areas,” said Dmitry Bartashevich.

The updated law provides for the creation of a State Information Fund to ensure the uniformity of measurements. “This resource will contain the regulatory legal framework in the field of ensuring the uniformity of measurements, a block of international requirements in this area, as well as the necessary information about national standards, etc.,” he explained.

Every year on May 20, Belarusian metrologists, together with the world metrological community, celebrate World Metrology Day. This holiday commemorates the signing of the Meter Convention in 1875, a document that laid the foundation for global cooperation in the field of measurements. Belarus has been a full member of the Meter Convention since January 13, 2000.

“Traditionally, World Metrology Day is celebrated under a certain motto. This year it reads like this: “Measurements for health,” which emphasizes the importance of measurements in preserving and protecting people’s health,” the representative of Gosstandart emphasized.

He noted that today the main international attention is focused on overcoming the consequences of the COVID-19 pandemic. The expertise and capabilities of metrology organizations around the world are in demand to address new healthcare challenges.

“Metrology plays a central role in maintaining health, improving the quality of life, scientific discoveries and innovations, industrial production, and international trade. All aspects of the life of a modern person, to one degree or another, depend on the accuracy, unity and reliability of the measurements taken,” stated Dmitry Bartashevich. -0-
